GeM is the largest market most manufacturers have never accessed

India's Government e-Marketplace (GeM) processed over ₹4 lakh crore in transactions in FY 2024-25. Every central government ministry, department, and public sector undertaking is mandated to procure through GeM. State governments are increasingly following suit. From simple stationery to complex machinery, from safety equipment to pharmaceutical supplies, government buyers are now required to first search GeM before procuring anywhere else.

This is a captive market of 60 lakh+ government buyers. Most of them have annual procurement budgets they must spend. As a registered manufacturer on GeM, you are visible to all of them — automatically, with no advertising cost, no commission to an agent, and no IndiaMART subscription.

The surprising fact is that most eligible MSME manufacturers are not on GeM yet. Those who are, consistently report it as their best lead generation channel for government business.

Which manufacturers should register on GeM

GeM is relevant for manufacturers who make products that government departments buy. This is a much broader list than most manufacturers realise:

  • Industrial equipment: pumps, compressors, generators, motors, transformers
  • Safety equipment: helmets, gloves, harnesses, fire extinguishers, CCTV systems
  • Office and institutional furniture: chairs, tables, workstations, lockers
  • Construction materials: steel products, electrical panels, cables, pipes and fittings
  • Vehicles and transport: electric vehicles, ambulances, bicycles, two-wheelers
  • Medical equipment and supplies: surgical instruments, hospital furniture, diagnostic equipment
  • Agricultural equipment: tractors, tillers, irrigation equipment, sprayers
  • IT and electronics: computers, printers, networking equipment
  • Textiles and uniforms: school uniforms, police and defence uniforms, institutional linen
  • Cleaning and janitorial products: chemicals, equipment, consumables

Step-by-step GeM registration for manufacturers

Step 1: Check eligibility

You need: a valid PAN, GST registration, and Udyam MSME registration (or CIN for companies). For manufacturers specifically, GeM gives preference to "Make in India" products — ensure your products qualify under the "Class 1" (50%+ local content) or "Class 2" (20%+ local content) local content criteria. Most Indian manufacturers qualify under Class 1.

Step 2: Register at gem.gov.in

Go to gem.gov.in and click "Sell on GeM." Register as a "Seller" with your PAN, Aadhaar, GST number, and bank account details. The registration uses Aadhaar OTP-based verification. Account creation takes 1 working day. Profile approval by GeM administration takes 2 to 5 working days.

Step 3: Complete your seller profile

Add your company's complete details: manufacturing location, annual turnover, number of employees, certifications held (ISO, BIS, IATF, etc.), and key products. A complete profile with all certifications listed gets higher visibility in GeM's search than an incomplete one. Upload your Udyam certificate, GST registration, and MSME-related documents.

Step 4: List your products

Products on GeM are organized by CPV (Common Product Vocabulary) codes. Find the correct CPV code for each product you want to list (GeM has a search function to find CPV codes). For each product: upload photos, add specifications, set your price, define delivery time and minimum order quantity. GeM products must meet BIS certification requirements where applicable — have your BIS certificates ready before listing regulated product categories.

Step 5: Understand GeM's bidding and ordering system

Government buyers on GeM can either buy directly at your listed price (for orders under ₹25,000) or create a bid (for larger orders) where multiple sellers compete. For direct orders, ensure your prices are competitive — GeM shows buyers price comparisons across sellers. For bids, check your email daily for bid notifications and respond promptly — late bid responses are disqualified.

Frequently asked questions

Most manufacturers get their first GeM order within 30 to 90 days of completing their seller profile and listing products. The timeline depends on how many government buyers purchase your product category, how competitive your pricing is, and how complete your product listings are. Manufacturers with BIS certified products in categories like safety equipment, electrical cables, and office furniture often get first orders within 2 to 4 weeks.
Payment on GeM goes through PFMS (Public Financial Management System). After delivery and inspection confirmation, payment is released within 10 to 30 working days. This is one of the advantages of GeM over private sector buyers — government payments are reliable and the payment system is transparent. Late payments by government buyers on GeM are trackable and escalatable through the GeM portal.
GeM prices need to be competitive but not the absolute lowest. Government buyers on GeM can see L1 (lowest price) but also evaluate on quality, certification, and delivery reliability. MSME manufacturers also get a 15% price preference in government tenders — meaning your price can be up to 15% higher than a non-MSME seller and you still win on price comparison. Focus on having the right certifications, complete product information, and reliable delivery rather than racing to the lowest price.
